Reenactors sometimes wear gaitered-trousers very loosely around the ankles. The left and centre illustrations are based on period sources (such as a drawing of a Queen's Rangers rifleman by Captain Murray of the same unit). Unlike today's trousers, the fit is meant to be very tight. Around the ankles, the fabric should look practically sprayed-on.
On the right is a depiction of trousers with half-gaiters worn underneath. Once again, the fit is relatively tight to the leg.
